I_eep is the monthly reward for an EEP for every 1% of the EEP delegation.
Example:
I_eep = 1,000 ICX
100 ICX is staked towards EEPs, and EEP_A has 50 ICX staked to it (50% of the EEP delegation)
EEP_A receives 50,000 ICX per month (1,000 ICX x 50)
