Even though the minimum transaction fee is currently set to 0.001 ICX, additional fees are determined according to a degree of complexity and size of each transaction. Rules around transaction fees can be modified through consensus in Representation Channel. An optimal level of transaction fee will be proposed by AI analysis prior to the consensus so that C-Reps and P-Reps can take it into account during the consensus process.
