Where can the C-Rep and Citizen nodes utilize IISS? Additionally where can P-Rep?

First, P-Rep/C-Rep can receive issued ICX and transaction fee by performing block generation and verification according to I-Score calculated by the IISS. Citizen nodes can not perform block generation and verification, however get I-Score by other jobs such as developing DApp, proposing EEP, voting to P-rep/C-rep candidates.
